View Royal's speed-limit change is easy to flatten into one sentence: residential streets are now 30 km/h.
The actual rule is more specific, and the signs matter.
The town announced three changes in August:
- Residential-classed roads generally move to 30 km/h.
- Island Highway between Admirals Road and Burnside Road West moves to 40 km/h.
- Collector roads around Eagle View Elementary move to 40 km/h.
The rollout was scheduled to begin August 21 and take about a week. View Royal explicitly told drivers that existing limits would remain in force until the new signs were installed. That makes the posted sign a better guide than a memory of the announcement.
Why an unsigned road is not a guessing game
The town's consolidated Streets Bylaw retains a 50 km/h default except where a lower limit applies under provincial law or the bylaw's schedule. It also provides for signs to mark the lower limits.
Follow the posted limit and use the town's official map when planning a route. A quiet-looking road does not establish its legal speed.
The distinction is especially important on Island Highway and around Eagle View Elementary, where the new limit is 40 rather than 30.
The town's safety case
View Royal says lower vehicle speeds reduce the severity of a collision and give drivers more time to react. Its public notice contrasts the survival odds for a pedestrian hit at 30 km/h with the much worse outcome it associates with 50 km/h.
Those figures are the town's stated rationale. The notice does not provide a street-by-street collision history, and the change should not be read as a claim that every residential road carries the same risk.
